In a totally polarized society where some have a lot and most have little, a large part of the population cannot afford a hover vehicle and has to move around on foot or by public transport. Pollution and environmental abuses of the last century led the leaders of large cities to create underground tunnels for pedestrians to move around safely. These tunnels are superimposed on top of each other forming a radial network in which all districts of the city are connected, and are well linked with subway and train stations. They are air-conditioned, and filter pollution from the street.
